Prior to commencing at KelledyJones Tracy was the Senior Lawyer in the South Australian Civil and Administrative Tribunal Implementation team and the Senior Lawyer on the ICAC implementation team, and was involved in the provision of advice to the Government on the creation of the Office for Public Integrity.
Tracy started her legal career as a police officer and police prosecutor before working as a Senior Investigator with the Environment Protection Authority. She was then a Senior Solicitor in the Serious and Organised Crime section of the Crown before her appointment as Counsel Assisting the Investigator in the City of Burnside Inquiry.
She has more than a decade of experience in advising and representing public and private clients across a diverse range of fields including planning and building, environment, heritage, employment, liquor licensing, property, administrative, constitutional and employment law. She has extensive experience in the investigation and prosecution in native vegetation, fisheries, environmental, industrial, liquor licensing and consumer law as well as building work licensing and regulation.
Tracy provides strategic advice in all areas of local government law, in particular planning and building, environmental, liquor licensing and property. Ronan graduated from Flinders University in 2008. Ronan’s areas of expertise are Regulatory & Enforcement, Employment, Local Government and General Litigation.
Prior to joining KelledyJones, Ronan was Manager of the Legal Unit at the Department of Human Services, providing advice on regulatory compliance, FOI, contracts, screening assessments, statutory interpretation and housing investigations.
Ronan has extensive experience in animal welfare and prosecutions, following his years as Senior Legal Counsel for the RSPCA SA.
Ronan also has experience in criminal law following his time as Project Manager for the Department for Correctional Services and as Criminal Law Duty Solicitor for the Legal Services Commission of South Australia.

Cecilia is a senior strategic adviser and planning lawyer specialising in planning and development, governance, corporate administration and the environment. Cecilia has extensive experience in providing advice and advocacy in public governance, commercial strategy, administrative action, litigation and dispute resolution.
Prior to joining KelledyJones, Cecilia worked at the Department of Planning, Transport and Infrastructure, where she managed a team and provided strategic advice in policy and regulation. She developed regulatory frameworks to implement a new planning and development system in South Australia.
Cecilia has worked in private legal practice and pro bono legal practice across South Australia, Queensland and New South Wales for over 10 years.
